HISTORY - THE EARTH SECURITY ORGANIZATION (ESO)

THE SECOND GALACTIC WAR (352 BC - 14 AD)

Seeking to restore the Velorum Empire's former colonies in the Beta Quadrant of the Orion Arm, Velorum Emperor Ta'Vel orders the invasion of the Beta Quadrant by the Velorum Alliance. On Earthdate 113, at 18:00 hours, Velorum and Imperial Vampire Forces crossed the border into Earth Space attacking Fleet Battle Station 65 on the Theseus line - a series of Orion Alliance Space Stations defending the Earth Space border. Beginning the Second Galactic War, a series of regional interstellar wars, between the Velorum Alliance and the Orion Alliance lasting 338 years. The Front-Line of the War would span across 3,000 light-years, with total casualties and loses of over 2 billion dead.

Orion Alliance victory

After 338 years of war, the Velorum Empire was finally defeated by the Orion Empire in the Second Battle of Orion's Belt. Imperial Vampire Forces, are driven from Earth Space - all sectors within a 300 light-year radius of Earth. First Vampire Faction, are driven from Earth Space back to their homeworld Tartarus. The final battle of the Second Galactic War, the Battle of Tartarus (14 AD), ended with the destruction of all major cities on Tartarus and the deaths of over 50 million. Because of the great loss of life on both sides in the battle, Tartarus is known as "Ghost" and the region is known as "Ghost Space".

On Earthdate 321, at 01:00 hours, the Velorum Alliance and the Orion Alliance sign the EarthZone Accords the treaty ending the Second Galactic War. The Treaty, declared Earth as a protected planet - no interference the technological development of the planet. It created the EarthZone, a protected zone of space - 300 light-year radius surrounding Earth, to be reserved for future Human colonization. Ghost Space was declared restricted space - no colonization allowed, the planet Tartarus also known as Ghost to be a Forbidden Planet - no landing or contact permitted. To protect EarthZone, it created the Earth Security Organization (ESO) and Earth Space Command (ESC).

AFTERMATH OF SECOND GALACTIC WAR (14 - 20 AD)

EarthZone

Earth Moonbase: Lunar City and the Epsilon Eridani Station and Shipyards are place under the command of Earth Security Organization (ESO).

Under the terms of the EarthZone Accords: the Earth Security Organization (ESO) and Earth Space Command (ESC) assumes responsibility for the defense of Earth and EarthZone. The ESC begins conducting military operations and security patrols of the EarthZone and Ghost Space. All heavy weapons are removed from Earth; direct interstellar trade with Earth is banned; travel to Earth is restricted and requires a visa from the ESO;

The EarthZone and Ghost Space now serve as a defacto buffer zone separating the Dhampir and Atlantean Empires from the Imperial Vampire Empire and Velorum Empire. Earth Space Command (ESC) begins the expansion of the Theseus line - a series of former Orion Alliance Space Stations on the old Earth Space border, now under command of the ESO.

With the Dhampir Empire now officially members of the ESO/EarthZone, the ESC now establishes its main Battle Fleet:

ESC Black Sentinel Force 3, is the main battle force of Earth Space Command's defense forces defending Earth and EarthZone. Its central core is six Black Sentinel Battlegroups from Orion Alliance members - the Atlantean Empire and Dhampir Empire, assigned to the ESC Fleet Battlestation-31 (Epsilon Eridani).

Earth

Meanwhile, on Earth, under the terms of the EarthZone Accords: Vampires, Mutants, and Aliens who remained on Earth and in EarthZone, were now subject to new criminal laws known as the Earth Sanctions. The EarthZone Security Bureau (ESB), an Interstellar Police Force was established by the ESO to enforce these laws. Violations of the Earth Sanctions is punishable by deportation, imprisonment, or death sanction.

Vampires living on Earth are allowed to keep their underground and undersea megacities. Vampires, Werewolves, Mutants, and Aliens living on Earth are allowed to conduct trade and commerce on Earth within the limits human laws established by kingdom and empires on Earth. Sharing of advanced weapons and technology is prohibited and punishable by death sanction.

Mutant Continuum (Earth)

Under the terms of the EarthZone accords, Mutant Continuum is recognized as as an autonomous Dominion within EarthZone and legal representative of all Mutants living inside of EarthZone. the former Tori sector Antoria - located in the constellation Reticulum - was ceded to the Mutant Continuum as their dominion inside EarthZone.

The Mutant Continuum named Lexia Tel - granddaughter of Mutant resistance leader Maxis Tel - a human mutant teleporter, as the Governor-General of the Mutant Continuum on Earth.

The Torians (EarthZone)

Under the terms of the EarthZone accords, the liberated Torians Sectors known as the Torian Enclave become the first race to recognized inside EarthZone. The Torian - are Human slave race who were genetically engineered by the Imperial Vampire Empire in 3000 BC, to work in deep space mining and space construction. The Torian Enclave consist of the Tori Sectors: Antoria, Entoria, Heltoria, Hytoria, and Zartoria - the former Tori sector Antoria was ceded to the Mutant Continuum.

The Torian Enclave named Kyros Torias as the first Anax of the Toria.

REGIONAL POWERS

Ghost Space

First Vampire Faction forces who survived the Battle of Tartarus, their homeworld now destroyed, they refused to sign the EarthZone Accords. Instead they chose exile, leaving Ghost Space and the Inner Orion Arm. The Exiles, established a new homeworld on Exilius, in the Orion-Sagittarius Expanse (14 AD - present). First Ones Overlord Arnaud Devereux and Lady Latona go into exile their son, Lord Julius Devereux sent back to Earth to oversee First Vampire Faction operations in Gaul (France).

Imperial Vampire Empire

The Imperial Vampire Empire named Zora, daughter of General Zor, as the new Regent of Imperial Vampires living on Earth.

Mutant Dominion

Under the terms of the EarthZone accords, Mutant Dominion is recognized as as an autonomous Velorum Colony with its Territories Sectors located in the constellation Reticulum - 320 light-years from Earth, on the Southern border of EarthZone.

In 25 AD, the Mutant Dominion would become the first Velorum Colonial Dominion to establish full diplomatic relations with the Earth Security Organization (ESO).

Centauran Dominion

Under the terms of the EarthZone accords, Atlantean and Dhampir Forces withdraw from star systems and bases captured inside the Centauran Run.

Lykaion Dominion

Under the terms of the EarthZone accords, Atlantean and Dhampir Forces withdraw from star systems and bases captured inside the Lykaion Dominion's Arcadian Territories Sectors. To defend the Arcadian Territories Sectors against future attack, the Lykaions created genetically enhanced Human slaves armies, the Lysuran, who are trained and commanded the Lycosai - the elite Lykaion special forces. The decision by Lord Lykaius to create the Lysuran would come back to haunt him later during the Lykaion Civil War (1750 - 1776 AD) and Lykaion Human Slave Revolt (1780 -1900 AD).

The Lykaion Dominion named Werewolf Lord Marshal Arnulf Lycos III, Governor-General of Earth Werewolf Confederation.

Scorpion Dominion

Under the terms of the EarthZone accords, Atlantean and Dhampir Forces withdraw from star systems and bases captured inside the Centauran Run.

IMPERIAL VAMPIRE THREAT ON EARTH REMAINS (21 - 100 AD)

With the trade effectively ended between Imperial Vampire Houses on Earth and the Imperial Vampire Empire prices for Earth goods soar creating a back market for now forbidden Earth goods: human slaves, pure Earth blood, wine, rare jewels, gold and diamonds. It is legal for Vampires to purchase these goods on Earth, but illegal to export them offworld under the Earth Sanctions. The Imperial Vampire on Vampiria hire smugglers using cloaked ships, to avoid the EarthZone patrols to smuggle goods from Earth back to Vampiria.

To deal with the threat, Earth Intelligence, creates Section 19, a Special Intelligence Section tasks with foreign intelligence operations - high threat military and intelligence operations, both on Earth and offworld: in EarthZone, and in hostile space regions and governments.

The Scorpion Cartel purchased ten Long-range Spaceship Tenders to use as mobile base ships for mining operation in Alpha Quadrant Region 7 Zone 50 - a region of space 300 light-years from Earth, spanning the constellations: Ara, Norma, Circinus, Centaurus, Carina, Vela, and Puppis.

The ships were used by the Scorpion Cartel as mobile space stations to transfer cargo to to ships operated by Cartel's Alliance Members - the Vampire Syndicate, Centauran Syndicate and the Scorpion Empire Crime Lords known as the Scorpion's Tail.

Creatan Translight Engineering is a designer and manufacturer slipstream drive engines for small commercial and military starships. The company has offices on Scorpius and Creatan Station - Scorpion Empire, Cy'lar and Hy'lon - Centauran Union, Vampiria - Imperial Vampire Empire.

Creatan Spaceyards operates twenty mobile space construction platforms located in the inner asteroid belt of the Creatan Star System. The Spaceyard designs and manufacturers of commercial vessels - custom luxury starships, spaceliners, freighters and space stations.

THE FIRST LYKADI-SCORPION CARTEL WAR (1703 - 1750 AD)

Silk Road Corridor (Dark Corridor)

Space Pirates operating from Lykadi Werewolf Cartel base ships - located inside the Lykaion Expanse, near the Lykaion Empire / Centauran Union border - began attacking Scorpion Cartel ships in the Silk Road Corridor also known as the Dark Corridor. Captured Scorpion Cartels ships and cargoes were taken back to the Lykaion Empire - the ship were reflagged, their cargoes sold at the WolfFall station in the Lykaion Expanse, and crews sold as slaves for the Arena. This would lead to the first full-scale war between the Lykadi and Scorpion Cartels.

After 47 years of war, the major lost of over 500 Scorpion Cartel ships and their cargoes - human slaves, gold and silver, would cause the Cartel to take extreme actions. A secret alliance with Lykaion Werewolf Spacelord Vuk Tegra and the plot to assassinate the Emperor of Lykaia in 1750.

THE LYKAION CIVIL WAR (1750 - 1776 AD)

Lykaion Empire

The war began with the attempted assassination of Lykaion Werewolf Emperor Lykaius, plotted by military factions loyal to Lykaion Werewolf Spacelord Vuk Tegra, the commander of the Lykaion Arcadian Territories; and was contracted and executed by an Eraser Assassin - a mutant shapeshithing/teleporting hitman from the Mutant Erasers, Clan Therion.

The Lysuran, the genetically enhanced Human slaves armies who are trained and commanded by the Lycosai - the elite Lykaion Werewolf special forces legions, sided with the forces of Spacelord Tegra. After 26 years, in 1776 the Lykaion Civil War ended with the Lykaion Empire divided into two empires: North Lykaion and South Lykaion.

Sagittar-Lykaion Corridor

During the war, Scorpion Naval Forces conduct naval interdiction operations in the Scorpion zone of the Sagittar-Lykaion Corridor - a major trade route, linking the Sagittar and Lykaion empires.

Ghost Space

To avoid the Scorpion Navy ships and customs stations, Privateers known as the Sagean working for Sagittar Empire, smuggled weapons and supplies through Ghost Space to forces loyal to Imperial Werewolf House Lykaius. An ESC Patrol engages Space Pirates at Ghost 100. Two ESC Cobra gunships on patrol near Ghost 157, detected five pirate ships - one command shuttle, three raiders, and two freighters, hiding in the debris field from the Battle of Styx (Second Galactic War - 14 AD).

The three Pirate Raiders turned and attacked the ESC Cobras, allowing the Pirate Command Shuttle and the two Freighters to escape jumping into slipspace.

The Arcadian Territories War (late 1800 - 1820 AD)

When the news of Attack on the Arcadian Prime fleet yards and the Fall of Megalis spread, sector by sector - the Lysuran army and space navy units in the Arcadian Territories, defected from South Lykaion Empire's Imperial Fleet and Defense Forces and joined the rebellion against the South Lykaion Empire.

By the end of 1801, the Free Arcadian Alliance's Fleet and Defense Forces would rival the South Lykaion Empire's Imperial Fleet and Defense Forces. The North Lykaion Empire's Imperial Fleet and Defense Forces would remain neutral during the conflict.

After 20 years of open rebellion and war, on 1 January 1820 the sectors of Arcadian Territories are allowed to secede from the South Lykaion Empire. From 1560 to 1791, the Island of Tortuga and the mainland, Saint Domingue (present-day Haiti) have been the main source income for the First Vampire Faction Houses in the Americas. But this would change in 1791, following the events of the slave rebellion - by 1792, slave rebels controlled a third of the mainland.

During 1793, the great powers - Great Britain, Spain and France, fought over control of the colony. Finally in 1794, to maintain control its colonies, France abolished slavery by law in France and all its colonies, granting to civil rights all black men in the colonies. Once the world's main sugar supplier, from 1784 to 1801, sugar production drops without slave labor, costing the First Vampire Faction Houses an enormous fortune.

In 1801, the French sent an expeditionary force - including mulatto loyalist army, to restore French rule over the Colony. The French force are struck by a yellow fever epidemic in April 1802, despite the lost of thousands of troops - French rule was finally restored in May of 1802. But this victory would be short lived, during the summer, black planters revolt and a new insurrection rises in the south. In October 1802, former French mulatto generals and planters loyalists begin defecting to the rebel side forming a new revolutionary army. In November 1802, the stage is set for 1803, the final year of struggle for Saint Dominque, is about to begin...

From November 1802 - February 1803, the French were driven from the interior, and forced to withdraw to the port cities. In March 1803, the yellow fever epidemic resumed decimating the ranks of French troops. Without new troops and supplies from France, the outcome of the campaign is now in doubt. In the beginning of April 1803, a new slave insurrection breaks out in Grand Asne region - on the southern peninsula of Saint Domingue. Haitian Rebel forces advance along the peninsula, burning plantations and seizing towns on their march towards the southern port city of Jeremie - held by French forces. On 12 April 1803, Haitian Rebel forces storm the northern port city Port-de-Paix. Days latter, the Haitian rebel forces would capture the French garrison on the nearby Island of Tortuga.

On the morning of 21 May 1803, an emergency Security Council meeting was held by the ESO's Presidium, who members voted that the actions on the Island of Tortuga by Vampire Lord Julius Devereux and the First Vampire Faction violated the Earth Sections. A military action (operation: Viper) was approved to capture the underground Vampire base on Tortuga, rescue the rebel prisoners, and capture or kill all Vampires in the base - including Vampire Lord Devereux.

On the moonless night of 21 May 1803, the ESC Black Dawn - a Cobra class gunship, commanded by Atlantean Black Sentinel Commander Idris, departed Earth Moonbase: Lunar City for Earth, onboard a strike force of 16 Black Sentinels, divided into two eight-man teams: Reaper One and Reaper Two.

Reaper One: Commanded by Dhampir Black Sentinel Commander Marcus Aries - son of Dhampir Lord Marshal Aries, the Assault team, consisted of six Dhampir and two mutant teleporters. Reaper Two: Commanded by Atlantean Black Sentinel Commanders Konnor Elias, the Tech and Intelligence team, consisted of four Atlanteans, two Dhampir, and two mutant teleporters.

After 3 hours of fierce fighting the underground Vampire base was captured. However using the Vampire base portal - a device capable of teleporting personnel to space and to connecting portals any where on Earth - Vampire Lord Julius Devereux, his top lieutenants, Antoinette Malveaux (42 - presumed turned Vampire), Renard Alexandre Malveaux (25 - presumed turned Vampire) and eight Haitian Rebels turned Vampire, all escaped to New Orleans.

Marie Malveaux (22 - presumed still Human), is rescued along with thirty Rebel prisoners (presumed still Human), and are all taken back to Earth Moonbase: Lunar City for interrogation.

Back on Earth Moonbase: Lunar City, Marie Malveaux and thirty Rebel prisoners are taken to interrogation. They are given medical scans to confirm that they are still human. Then each interrogated by a Level 19 telepath. The Rebel prisoners are cleared, then their memories are swiped, and they are sent back to Earth.

But there's a problem with Marie Malveaux's medical scan - it confirms that she is pregnant, with a half Vampire child. To interrogate Marie, Red Cell brings in Lady Amara, a member of the Enoraen - an exclusive 11,369 year-old sisterhood of Human birth mothers of Dhampir, a warrior priestess with superhuman powers and abilities.

The Enoraen Order, the superhuman powers and abilities of Human birth mothers of Dhampir children: To protect their unborn child during their pregnancy and early childhood they inherit the child's Vampire powers: mind compulsion, telepathy, telekinesis, speed, strength and healing factor.

New Initiates to the Enoraen Temple, after of years of training, will become masters of their superhuman powers and achieve the rank Enora Master. After 500 years of service to the Enorean Order, they achieve the rank of Warrior Priestess of the Dhampir Empire and become members of the Enoraen High Council. It has been forbidden by Vampire Law since 7901 BC for Vampires to have children with Humans - Dhampir, half-vampire and half-human. In keeping with ancient Enoraen and Dhampir traditions, Dhampir Lord Marshal Aries agrees to adopt the child as a member of House Aries. His son, Dhampir Black Sentinel Commander Marcus Aries and Dhampir HuntMaster, will train Marie's child as his apprentice to become a Dhampir HuntMaster, when the child comes as age.

Lady Amara agrees to accept Marie as an initiate of the Enoraen and to train her as her apprentice in the ways of the Enoraen. Marie Malveaux's case file was sealed and classified Level 33 - only the Security Council members of the Presidium and the Matriarch of the Enoraen have Level 33 security clearance.

The major lost of ships and cargoes - human slaves, gold and diamonds from Earth, would force the Scorpion Cartel enter into an agreement with the Lykadi Cartel known as the Centauran Run Concession.

The Centauran Run Concession agreement was a secret trade deal between the Lykadi cartel and Scorpion Cartel, are the terms of the agreement: Scorpion smuggling would paid the Lykadi Cartel a Concession (tax) of 10% of their cargoes in exchange for safe passage across the Scorpion Expanse-Centauran Run on the Dark Corridor.

Their mission: to sabotage and destroy fleet refueling docks, refit drydocks, and resupply docks. The objective: to prevent the Arcadian 5th Fleet and 6th Fleet from conducting counter-offensive operations in the Lapithas sector of the Triphyian Zone.

The Raid on Arcadian Erymantis Fleet Shipyards

The most devastating blow to the Arcadian Republic Fleet was the destruction of the three fleet carrier battle/strike force - Battle Group Rho and the Erymantis Fleet Shipyards orbiting Erymantis Gate in the Erymantis Gate system. The Erymantis Fleet Shipyards served as the headquarters of the Arcadian 5th Fleet, and is responsible for Arcadian Fleet operations inside the Triphyian Zone's Centaurus Spear frontier border sectors, and patrolling the Alpheios Trade Corridor from Erymantis Gate to Epitalium Station - located in the Epitalium sector, on western Arcadian-Centauran Union border in Lykaion Expanse Protectorate.

The loss of Erymantis Fleet Shipyards' carrier docks and fleet replenishment facilities: refueling docks, refit drydocks, and resupply docks would impact Arcadian 5th Fleet operations in the Lykaion Expanse Protectorate for the next three years, making it unable conduct counter-offensive operation in the Triphyian Zone.

Result: A Taurcadian Alliance strategic victory, effectively giving the Taurcadian Alliance a foothold in the Lapithas sector and a freehand for Taurcadian Alliance Military Forces to lanuch their future military operations into neighbouring sectors, advancing deep inside the Triphyian Oversector Zone.

The Raid on Arcadian Lapithas Fleet Shipyards

The forward deployed Battle Force of the Arcadian 6th Fleet, suffered heavy losses in the raid on the Lapithas Fleet Shipyards including the lost of an entire fleet carrier strike group - Battle Group Psi, and Lapithas Fleet Shipyards' carrier docks and fleet replenishment facilities - refueling docks, refit drydocks, and resupply docks.

The Space Combatant Force, 6th Fleet was now reduced to three destroyers and six frigates, which were deployed on sector patrols at the time of the attack. Creation of Arcadian Task Force Pelasgus:

Lieutenant Jason Frost, a United States Navy EPSILON SEAL officer is recruited by Epsilon Sector's H-Force Command. The Taurcadian Alliance suffered heavy losses, including the lost of four fleet carriers decimating the combat effectiveness of four fleet carrier battle groups, in the Battles of Typaniae sector and Epium sector (Triphylian Oversector Zone), the Battle of Harpinna sector (Pisatis Oversector Zone). The Orion League Security Council agreed that a hearing on the complaint is to be held on 21-30 November 2023, and that the Arcadian Republic Chancellor would to and from the hearing under of the protection of the flag of the Council.

It was further stipulated that, any attack on the Arcadian Republic Chancellor during the hearing and subsequent peace talks there after, or acts of aggression by external forces, against the sovereignty, territorial integrity or political integrity of the Arcadian Republic and the Lykaion Expanse Protectorate shall be considered an Act of War against the Council.
